Digital infrastructure for those accountable for results.

Digital infrastructure for cities. Corporate intelligence with AI for companies.

The problem

Those who are accountable need to know what was done, when and by whom.

We build the system that runs the operation and the trail that proves what was done.

What we do

We design, build and maintain complete systems, from the business rule to the app in the field.

  1. 01 Before the code, the rule
  2. 02 Verification
  3. 03 Traceability
  1. Before the code, the rule.

Every business rule becomes a written requirement, with its origin declared.

  2. Verification.

No change reaches production without automated tests and human review.

  3. Traceability.

Which regulation requires this rule? Who approved this change, and when? What changes in the system if the law changes? Every answer is documented, from requirement to code.

Where we work

Platforms for cities and companies, and the tools we build all of them with.

Cities

Sigma

Road signage management, from design to a permanent inventory: planning, approval, administrative order, field work, stock and intelligence — georeferenced and multi-organization.

  • Geospatial planning of vertical and horizontal signage and devices on a canvas, with standards checks.
  • Authorization chain with an audit trail: approved contract → work order → release for execution.
  • Offline-first field execution: georeferenced before-and-after photo evidence, standards checklist, time tracking.
  • Stock reserved when the work order is released and written off automatically when the task is approved.
  • Permanent georeferenced inventory, with the history of installations, maintenance and service life by sheeting type.

Who it is for: Municipalities and traffic agencies, state agencies and consortia, concessionaires and private operators.

Cities

UniPass

University Passport: coordinates registration, allocation and operation of university transport — from registration to accountability reporting — for municipalities and educational institutions.

  • Central registry of students, drivers, vehicles, routes, boarding points and institutions.
  • Georeferenced route planning on the map — distance measured, not estimated.
  • Daily operation with formal confirmation of every trip and boarding, with an audit trail.
  • Driver app that works without signal and syncs when the connection returns.
  • Digital student pass with a QR code, in the phone's browser, no app store needed.

Who it is for: City halls and municipal departments, intermunicipal consortia, partner educational institutions.

Cities

CIRIS

Intelligence hub: it will receive data from different systems, organize fragmented information, identify critical patterns, raise alerts and produce executive reports for evidence-based decisions, in the public and private sectors.

  • Will receive data from internal systems, APIs, public databases, sensors and spreadsheets.
  • Will correlate what lives apart today — service requests, incidents, service execution, indicators.
  • Will alert at three levels: operational, managerial and strategic.
  • Will produce periodic executive reports for management, boards and oversight bodies.
  • Will start from Sigma's operational data — the city is the first vertical.

Who it is for: City halls, state governments and oversight bodies; companies and operations that need to decide with data.

Companies

Lumen

AI operating system for law firms, accounting firms and companies that adopt AI with governance.

Companies

Synapse

Synapse is where research, public policy and innovation teams mature ideas: notes connect into synapses, grow into nuclei and come out as PRDs. AI steps in when you call it.

Engineering

Requiem Forge

Spec Driven Development harness for AI-assisted engineering: conventions, quality gates and a standard workflow across the whole Requiem portfolio.

  • Proprietary harness: templates, specialized agents, skills, hooks, guardrails and proxy.
  • Project kickoff in seconds: artifacts, agent instructions, hooks and first commit.
  • Mandatory SDD cycle — brainstorm, plan, execution, verification, commit — with task sizing that scales the ceremony.
  • Quality gates in three layers — commit, feature, release — enforced by hooks, not by discipline.

Who it is for: Requiem itself and teams that build software with AI agents.

Engineering

RHEMA

Formal requirements engineering — verifiable hierarchy, cumulative maturity, temporal decay.

  • Cumulative maturity in five discrete levels, from identification to formal approval. Each tier adds the invariants of the ones before it.
  • Places each requirement in the theme → epic → feature → story hierarchy. Ensures upward traceability and decomposition down to the atomic leaf.
  • Temporal decay of confidence in the artifact. Time erodes verification; requirements age and need explicit re-approval.
  • Models and templates only. No tooling lock-in. Works in Confluence, Notion, versioned Markdown or Jira.
  • Automated validation through rqm-validate, CI hooks, backlog health reports, integration with SDD.
